A black beam of enervating energy streams from your outstretched hand toward a creature that you can see within range. Make a ranged spell attack against the target. On a hit, the target deals only half damage with all melee and ranged weapon attacks that use Strength or Dexterity, until the spell ends. At the end of each of the target’s turns, it can make a Constitution saving throw against your spell save DC. On a success, the spell ends.
When cast at 4th level, the target additionally makes all Strength and Dexterity skill checks and saving throws with disadvantage.
