One of the most contentious decisions made by Queen Liona Valtessa during her early days as ruler is granting the Zephyrion family the status of a minor house. The Zephyrion witches had played a pivotal role in uncovering the disturbing truth behind the Delacour Affair. As a result, the queen believes that their unique skills in investigation and espionage would be valuable in maintaining order and security in the Witchrealm.

However, not all ruling houses are in favor of this decision. Many contested the elevation of House Zephyrion, fearing that granting them such authority could lead to abuses of power and undue influence.

In the end, Queen Liona manages to secure the necessary two-thirds majority of votes, solidifying House Zephyrion's status as a minor house. The common folk celebrated this decision, viewing the Zephyrion witches as heroes who had exposed corruption and brought truth to light.
