Terran Technocratic Union
Structure
The self titled “Terran Technocratic Union” is made up of three states; the jade coalition, the Ionian Biotechnical Institute, and the Fabricarii Houses.
The Jade Coalition: are a part of the Terran Technocratic Union.
The Coalition force is gathered from several City-States that cover the Southwest Indian ridgeline mountains.
Primarily a mobile force, they go to war with rail and coil weapons as well as some of the most advanced surveillance and targeting systems on Terra. The Coalition is also armed and armored by mechs, hover tanks, and a variety of combat and logistic drones proved to them from the Fabricarii Houses.
During the wars of unity the Coalition acted as a mercenary force, working both for the warlord of the thunder legions and rogue technocratic enclaves. As unity became assured the coalition threw in wholly with the nascent imperium, and as the empire expanded beyond earth the Coalition forces made up a portion of the expedition fleets.
As civil war breaks out across the galaxy they have reverted to their mercenary tendencies, biding their time, and waiting to see which side will gain the upper hand.
The Ionian Biotechnical Institute:
Located in the dried basin of a once great sea, the Institute is a sprawling network of connected research centers capable of producing the best super-soldiers money can buy.
The institute has grand and lofty goals such as terraforming the now barren western continents, but for now survives by producing and experimenting on all manner of mutant flora, fauna, and prisoners.
The results of these experiments are often large, brutish creatures that run headlong into the fray wielding savage steel implements and little else.
The Fabricarii Houses:
The Noble houses fabricar are, perhapse, the most technologically advanced society on terra. Many are their illustrious halls of devices, radiant in ancient gold and marble.
In war only a very few organic beings are ever seen, the majority of their hosts seeming to be living statues, or great engines emitting deadly light.
In truth the Fabricarii are a decadent society in decline, their numbers ever dwindling, and their self importance preventing them from seeing even their greatest flaws.
The technocratic union is united only for self defense, and each part of it buys and sells weapons and warriors to the various barbarian nation states.
Public Agenda
The promise of resources, lost tech or territory would get the coalition or IBI to march out. The fabricarii entirely keep to themselves, but develop tech for the other two.

Territories
The Terran Technocratic Union is a group of technologically sophisticated settlement and facilities along the southwest Indian ocean ridge line.
Before the oceans dried up this around was home to a string of underseas settlements. After the last Earth-martian war, the areas was cut off from its surroundings undersea commuter lanes but were mostly left relatively unharmed oitherwise.
The Largest settlement of the union are those of Prince Edwins Mount and Marion Spire hives

Technological Level
Do to there isolationism and not largely surviving largely untouched throughout the era; the Union has a high level of scientific and industrial level. perhaps not on pair with the height of the Dar Age of Technology but high enough to call the Martian Mechanicus and similar institution there scientific equals.
Foreign Relations
The Union has spent much of its time in isolation from the chaos of the mainland.
over the centuries however, the union came into conflict with hostile forces looking to steal there technologic knowledge. the most famous of these were the Martion Expeditionary forces that invaded terra through the Age of strife.
by the time of the Unification wars the jade Coalition were selling military services to several other factions including the Imperium of man.
some time near the end of the Wars the Union join the imperium as member state.
Its not clear what side they took during the Horus heresy.
