Open Lord

The Lords of Waterdeep need someone who can act in the open to enact the legislation they have agreed on as a group. The Open Lord also acts as the face of Waterdeep and represents the city in diplomatic missions. Together, this makes the Open Lord both extremely powerful and very vulnerable.

Appointment

The Lords of Waterdeep elect the Open Lord. Since their own identities are kept secret, they don't know if they're electing one of their own or an outsider.

Grounds for Removal/Dismissal

Just as the Open Lord is appointed by the Lords of Waterdeep, their title can be taken away by the same. They can do this at any point and effective immediately should they desire. In practice, this happens only rarely and it's more common that an Open Lord chooses to step down or simply dies in one way or another.
