Debilitating Collar

Used in Citadel Laluce as a precaution to prevent prisoners from escaping, the  Debilitating Collar saps the strength and will of wearer. The effects of the collar are felt and can be physically noticed immediately, but require 12 hours to achieve full potency resulting in wearer becoming compliant and unable to do  more than simple tasks using objects weighing no more than 5-10 lbs. While the weight of most weapons fall into this category, the will to use them is greatly diminished asa is the ability to maintain a prolonged effort.
