Flood Valley Union

A union of city and villages that formed out of necessity for a help network whenever the rivers of the region would flood and cause towns to get evacuated due to flooding issues.
In the past few decade it became more so a political power electing a leader that rotates in city of origin every 2 years.
The union flag was a quick decision and has can be seen is a combination of all city state that formed the union. the union doesn't have a set of arms unlike the city states that composes it.
