Description: An overweight, sloppy dude bro wearing the kind of clothing you would wear on a long weekend where you didn't leave your house
Background: Has been a courier for a while, mostly carrying information packets and packages that require special care. Not used to carrying passengers and doesn't deal with bulk freight. Not used to being around people.
Voice: Sounds like a toned down California surfer
Motivation: Cliff is trying to get payed and not be hassled. He does a job, he gets payed, and he buys whatever cheap serotonin hit he can find in the most plenty. Has no personal attachments and has mostly slipped through the cracks of society.
Relations to other characters: Cares about the PCs insomuch as they are his current job and getting them to there destination will get him paid. Also cares for his ship, which he has owned for several decades.
