The army that used the most archers belonged to the English in the 100 Years War. For a short chevauchee they would take perhaps a million, a short campaign 2–3 million, a major campaign 5 million+. Take Azincourt: French advance on foot from muddy start to uphill finish about 7 min. Five thousand archers shooting 10–12 per min. So at least 350,000 per attack and we think there were three attacks in all and this was a small army making a quick scoot across from one English held part of France to another, not an army seeking battle. Some say that the number of archers was as high as 7,000, so that gives an even higher number of arrows discharged.
