Order of the Scarabs
A group of Arcane Practitioners that control Drakenwall. They are few of the people permitted to use magic in the city and maintain control through fear, awe, and strong handing the locals with feats of magic.
They have a group of warriors that work with them called The Order of the Hallowed Accord (Pact Keepers) that do the grunt work for them.
