Halostorm System
A halotorm device is a technomagical system which creates a sort of forcefield, which can be linked to other halostorm devices and thus the linked halostorm system can cover larger areas. It can be constructed into any shape, depending on settings, but the simplest shapes like walls or domes are easiest to put up and they can withstand more stress than more complex shapes.
Utility
The most well-known way to use halostorm device is protection: the forcefields created with the device are strong and stable. The device can also be used as a power source to power many things, for example a forge or a kiln, or opening heavy doors, depending on the modification. The possibilities seem endless and especially the gnome tinkerers have been rather experimental with different adaptations, like cooling cabinets to keep foodstuff.
Manufacturing
The expensive and complex manufacturing process has been one of the main reasons the halostorm device hasn't spread far and wide.
Social Impact
In its city of origin the impact of the halostorm system has been huge and the halostorm technology is cheaper and more readily available there than elsewhere. Even the poorest inhabitants of the city have some minor halo storm adaptations to aid them in their daily life.
Access & Availability
The Halostorm system is owned by the Wan Torum government, but the government has sold the tech to its allies. Yet, the engineers and scientist who know most the halostorm technology are controlled by the government. Getting one's hand on a halostorm device is rather easy, but getting it to work and repaired is much more difficult, as only the licensed and controlled specialists can work with it, as the halostorm techonology is trustworthy when used, but if tampered with, it can be fickle and blow up or otherwise cause nasty, often lethal accidents.
Complexity
The halostorm device itself is not too complex to use, but the inner workings of such device need expert knowledge on magic and technology both which is a rare thing.
Discovery
The halostorm system was produced as a joint effort of the brightest gnome tinkerers and dwarven engineers of Wan Torum a little after the turbulence, when it became evident that the city would need more protection and trusting only on magic (which at the time was behaving rather unpredictably). Combining unstable magic and techonology was enough to stabilize the magic so it could be bent to the wills of the engineers.
