Kragen

Two centuries ago the population of Calantor had grown so much that the sewer system had become desperately outdated. When reconstruction began several archaeological finds pointed to that an ancient dwarven civilization once had existed on the spot Calantor now stands. Parliament struck a deal with the inhabitants of a mountain dwarf kingdom; if they took it upon themselves to repair, expand and maintain the sewers of Calantor, they were given dominion over a portion the city’s underground. Kragen dwarves are the only group that are allowed worship of any deity other than Araton and the Penitent Saints.
