Eastbourne
Ah, now Eastbourne, that's a city! Their tiered system is a thing of genius and always made me think of a wedding cake. Their temple is second to King's Bay and their skyships OH THEIR SKYSHIPS.Eastbourne is set on 5 levels. The bottom level or 'Feeders' is slums and dogetown in short. It is mixed with the mass production factories that often supply to Blackstone and is also a known hangout for a variety of factions that the crownsguard can't look into, the next level is the working quarter where occupants of Eastbourne can go to their office jobs, this is also where the libraries and various council houses of Eastbourne reside... it's almost an office quarter at times. the third level is the middle quarter where 'ordinary' people live who can afford to. The houses are high rises and more like apartments and are generally more expensive than anywhere else in Alturis but still comfortable. The second Level is the merchant quarter where you can buy various wares and etc etc. The anchor point for skyships is found here as well as various fronts for better off businesses that can afford it. The top level is where the centre for the temple of the victorious resides.

Government
The town is governed by representative Imbros Verity. An archmagus who has used simulacrum on himself multiple times in order to cover all of his responsibilities including teaching and his political side of things. He is deeply intelligent and was formerly a skilled necromancer and dunamist wizard before the protection act was introduced. He is a High Elf and firmly stands by the Protection Act after seeing his family slaughtered by the dark mages working for the dread king.
