The Puppeteer

The Puppeteer is a strange figure that sits on a sailing rowboat with two simple benches, no oars and a table in the centre of it as well as one weak sail.   He has wooden skin that is lined as though shaved with a razor and his features are half moving and uncanny as though he himself is a puppet.   The puppeteer speaks in a childish and simple tone as well as half laughing at people if he perceives them to be being humorous.   He makes puppets as he works, reading people's fortunes and often the puppets animate and tell a story to the person being read to by them that can serve as a reminder, a compliment, an insult or even a foreboding warning of the future.   Kodo, notably, reacted with deep negativity towards the Puppeteer for the way the creature claimed to have a hold over fate and used the puppets to get a reaction from his 'clients'.   Mimsi and Gwydion both received readings and had puppets made by the Puppeteer whilst Olympia and Inquisitor Dairon already had one puppet made each.   Olympia's puppet, notably, warned Gwydion of coming dangers.
