Ancient Fortresses

Before the Empire was formed, the ancient world had a network of fortresses, numbering thirteen, that offered shelter, refuge, and some sembalnce of order in their immediate vicinity. They did not have strict territory per se but governed on an ad hoc basis as far as their reach allowed.
