Laharan Empire
Like most of the inner Undersea Kingdoms, Bhalla's population is comprised to varying degrees of sea elves, tritons, merfolk, kuo-toa, sahuagin, locathah and occasional other intelligent aquatic races - including intelligent animals.
The sea elves of the Laharan Empire have ruled the Laharan Sea since the time of Mother Ausra. Early rebels against the draconic Five Emperors , the sea elves of Lahara took control of the region and built a multi-racial coalition to overthrow the dragons. They have maintained nearly unbroken political control of the Laharan Sea in the ten thousand years since.
When Halas' elven supremacy movement arose in the wake of the druid Caishen's species-crossing in the 7,000s B.C., the Laharan nobility became powerful supporters.
While never partaking in the slavery and ethnic cleansing that characterizes the Empire of Halaan, the sea elven nobles of Lahara have spent millennia creating and enforcing a strict caste system.
One of the ways they keep other species 'in their place' are the twin threats of Kuroshari vampires to the north and Halaan to the south. To that end, a series of undersea forts lace both borders.
