'Anti Magic Culture'
Human kingdoms there is a culture of anti-magic. Magical items are forbidden and any people found to use magic are whisked away.
This all started in the First Age when a man began to preach about a god whose sole job was to keep magic out of the hands of mortals. At the time the world's magic levels were increasing exponentially, more and more people were discovering their magical talents, and those that couldn't use magic feared them. The man capitalized on this fear and grew a massive following in addition to securing himself a place at the royalty's side.
For years he nurtured this fear, whispering 'what if's' into nervous ears and promoting harsher and harsher rules against magic use. It didn't take long for the general populace to view magic use as an insult to the gods, something that would bring down their wrath if not quickly snuffed out when found. Reporting rivals for suspected magic use soon became a common occurrence, and any travelers and strangers were viewed with extreme suspicion.
Children were tested to see if they could use magic at a young age, any that could were taken away. The lucky ones would be given a quick death, sacrificed to please the gods, while a handful would be placed on a strict training schedule to teach them obedience and prepare them to join the ranks of anti-magic squads, killers of fellow magic users. These individuals are kept on a short leash, and are forced to wear anti-magic collars and cuffs when not supervised. Those who are disobedient are tortured and sacrificed.
In general any non-human folk that were strongly affiliated with magic are despised, Elves especially. Dwarves are generally treated the best of the non-human folk, for few are capable of magic use.
