Exeter Milliken

A man of slight build and short stature with flowing white hair and mustache. Usually clad in a caramel-colored robe with grey trim, he is a member of the Parliament. He is currently interested in Chimal and how he was able to cast thunderwave, but is not a Tempest cleric. Chimal meets him on 04-25-102 PH for an evening meal.
