Letters of Transit

Melchior waited impatiently on the cart, eyes fliting from the reigns next to him to Mystery cajoling the gate guard to let them through. He wasn't sure how quickly the cart could turn, but a flick of her wrist would mean this whole thing had gone wrong. Then he'd grab those reigns and give it one hell of a try. Still, the guard seem at least a little charmed by the ibex-horned tiefling and that may keep him looking too closely at their papers.
A solid THUNK grabbed Melchior's attention. He swivled to see his other companion, the kenku Swatter, guiltly swallowing a bug he'd pecked off the side of the cart. That wouldn't do much to hold his illusionary image. Melchior prayed the bird-man's forgery was better than his acting.
Mystery hopped up next to him. "Let's go," she passed him the reigns. "We're in."

The borders of the Holy Ardian Empire are tightly controled. Emperor Tzarjan cares greatly about the safety of his people and will only allow the most conscientious of souls through the Harmonious Gates guarding the trade routes. Travel through the gates is well documented, all comings and goings are noted and indexed.
Letters of Transit are provided to foreignors at the descretion of the gate guards. Empire civilians need to procur them from the local magistrate if they wish to travel beyond their prefecture. They will be checked at city entrances, fortifications, temples, other important locales, and randomly as the Empire desires. Forgery is severely punished, and therefore a thriving business.

Exceptions to the Rule

The Poor-Man's Knights of the Radiant Dawn are the only exception to this rule. They have been granted free access throughout the Empire, which has promoted their value as hired companions and guides. The reasons for this are easy to see. Not only do they maintain the roads, but within the Empire they support Emperor Tzarjan as head of the New Light Church, supporting his push towards a monotheism.
