Border Captain
Border Captains are Syreni who live in and are in charge off the border towers that surround Blacksites. They make sure that no vessel of the City of Aogua comes in, try to fight off bigger predators to their abilities and control trading vessels that come out of the Blacksites to journey to the city. They usually take their cut off the profits and some try to regulate citizenship in the Blacksites by protocolling every Syreni living there and pick and chose who gets to come in and who doesn't. This last part is what they are most controversial for because Blacksites are supposed to be a safe haven for every Syreni. Lot of Blacksites inhabitants are also not too keen on being listed and having to pay trading taxes.
All in all, Border Captains are not trusted or liked at all. But they stay in power because they are selected by the communities that took control over the outer settlements and with it the way out, which means that their community is one of the strongest and most developed in the military department. They are kept in check by other Border Captains. They can't raise their toll too high or traders will just pass through other Border Towers.

Appointment
They are selected by their community. And often pushed and trained beforehand by the former Border Captain.
Duties
Although his title implies his duties to only surround trading and that is what he is most known (and hated) for by other Blacksite Communities, he is also the head of his community which comes with all the obligation that keeping a community happy and thriving implies.
