True Lies in the Dark

When the Dreaded Head Mistress returned to the world of the living. She did so to a world, bitter and broken, but alive and seemingly ignorant to the plight that her nation put her through, the pain and anguish that followed her, held onto for the past 200 years. It was then she knew it was not retribution she sought as those still around clearly weren't from the same world she left.
They were weak, every race scattered, every government a mere shadow. Towns now called themselves tribes. Warlords pronounced themselves Monarchs, and maybe the most humorous of all.
The dark "secrets" where being used in petty crimes of passion and false nihilism. Uneducated children who lost their parents were all her eyes could see, but no more, after 200 years she returned on the eve of the star-fall festival, the sky split in an unholy miasma of hues that stung every eye that gazed into it.
Their tears however did not fall, as her majestic school sailed through on the back of the largest dragon ever perceived. eclipsing the only source of light for miles with only faint patches drifting through the bare bones and ethereal flaps of skin that clung to the dragons carcass.
In the sky as the light disappeared from the world she spoke, and all under her dragons reign would hear.
"You shall be educated, under my teachings the world will no longer be plagued with the dangers that ripped our world apart, all who refuse, shall be euthanized."

Purpose / Function

To safely study scourge, dark magic, demonology, blood magic and all other schools of magic associated with the occult.

Alterations

The Building no longer is cemented into the earth, and now lays on top the back of a gargantuan undead dragon, with magical enforced wood and bone holding crumbling bits together.

Architecture

Stone facings over a massive brick framework with numerous arches scaling up to 12 stories. with a Mesopotamian build structure.

History

Before the Fall Necrom U was a school paid for by the government like the tower in Arcadia's Grove. However, Its focus was studying Dark magic, which at the time was completely new. When the Fall happened Necrom U was blamed for the disaster since Dark magic can make Scourge. The University didn't take kindly to that accusation being completely false.
Akira was the Arch Mage of said tower and fought for her schools innocence as the scourge spread. What remained of the government at the time launched an assault on Necrom U while the world fell apart around them. Her husband died at the front gates as did many of her friends and students. Her sons were also studying the dark arts along side her And seeing that the the school was doomed tried the only thing they could think off.
See if they could preform the Rite of Lichdom, a ritual From their research they found it gives immense power but all the ways to become a lich require unimaginable evil.
All expect one way, to become a white lich someone has to give up there own souls willing and through love So her sons convinced her that if they sacrifice themselves she could become this lich and not go insane (hopefully) and save who was left in the school. Her sons were knowledgeable but none had the experience or magic power to handle the transformation but her, and time was running out. They pulled it off in the final stage of the assault and Akira was able to cast a spell powerful enough to teleport the tower away into sorta inbetween zone realms All the while repelling enemy forces. The undead dragon that carried the school was actually her assistant who also gave his life so that the school would become mobile forever moving out of the governments reach.
The school has fallen into tall tale and myth since that day.

Necrom U can only be entered and exited from two places. The entrance which is a portal that burns you alive but teleport you to the first floor of the facility.
The second is the top floor which has no portal or tricks in entering it. It holds a Terrance and several recreational stages and The door down just proceeds into the Arch Liches Room.
