Circle of Friends
The Circle of Friends is a multitiered group. They are a combination of a City Council, religious society and a guild. Their purview encompasses education, civic duties, and counseling others in spiritual or other matters. Anytime a new addition is petitioned to be added to the city, it needs to be debated. This happens both with the circle and representatives of the city. They hold to a true communist society, which for them includes democratic debate.

History
The Circle of Friends was officially created in 1060. This was soon after the Aquarius World Tree appeared to close the dimensional tear to the Plane of Water. They were organized to integrate the different races that wanted to build the capital here and inhabit the World Tree.

They only use communal meeting areas.

None. Some security forces have been trained and operate in rotation when needed.
Technological Level
They are a dynamic culture in the Technologic Age. Wave generators are built into the arms of the starfish-like platform, many wind generators are also built into the largest branches of the tree. The tree itself breaks down any waste and recycles it. Many elevators, sweeping bridges, and balconies stretch around the tree and its platforms. Ships dock along the arms of the starfish base.

They have the power to put petitions to a vote before allowing expansion or to add new types.
