What the Matriarch and the Elders decided after the curse happened is that everyone should adopt a baby saurian to raise. To help them with the emptiness from missing their other half. This helps everyone all around. It frees the parents from raising the baby and helps the Unjoined humanoids hold off depression.
This partnership, forms an emotional bond that helps both the saurian and humanoid to become stable individuals that can contribute to society. The partnership has worked for thousands of years.
As a child, the humanoids go to school to learn how to communicate, understand and raise a young saurian. This schooling lasts until they are responsible enough to care for a baby, usually around 18.
Before they can adopt the hatchling they must do an apprenticeship program at one of the large farms with an attached hatchery. They learn skills that will be helpful later on and help mature them.
Then they attend the graduation ceremony, which leads them on a spirit quest with the Matriarch and some Elder dinosaurs. Afterwards, their elemental affinity and job is announced.
