Mayor
A Mayor is the ruler of a town or city and the lands surrounding it. There are various other forms of government in these cities. They can be run by a Mayor, Council, Commission, etc. This job can be hereditary, elected, or appointed. Some have complete power over their city, others are beholden to a person of higher rank, council, or commission in one form or another. The ruler can also be a warlord or other enemy that takes control of the city or a Guildmaster that does the same.
Qualifications
A fit person, chosen from the aldermen, councilors, guild members, or other qualified people such as from the lower nobility. Tribal chiefs are exempt from this job.

He needs to be intelligent, charismatic, just, merciful, etc.
Duties
Protect the rights and liberties of the citizens, keep the peace, oversee the courts and laws, oversee the taking in of taxes, civic works, etc
Responsibilities
The mayor is the public face of the city, they see to the day to day running of the city. He is the head of the city council (if there is one), and is the first among equals. This leader is responsible for developing and proposing policies, carrying out council directives, and implement policies adopted by the council, appointing city officials, holding court, etc; all depending on which type of government holds the power here.

The dress uniform of a Mayor are robes, a chain of office, and a rod, staff, or "mace". Sometimes a tall decorative hat or stole is included.
