Dispater (Dis-pay-ter)
The archdevil Dispater is The Black Fortress's greatest jailer and politician and rules its second layer, Dis, home to a great city and one of the greatest prisons in Aralla. Dispater is one of the more active rulers of the Fortress and one of Babylon's closest and longest-standing servant. He is the Archdevil that rules over the areas of Prisons, Cities, and Rulership.
Dispater is worshipped most often by evil and privileged hermits, the forlorn and forsaken, obsessed administrators, and outcasts. He represents the ultimate noble evils and evils of law. Dispater rarely leaves the city of Dis. When he does, he orders the uprooting of whole gardens, menageries, markets, and theaters to go with him on his journey so that the denizens of the Fortress may see examples of Dis's greatest wonders. The most powerful of his armies travel with him and serve as his bodyguard, for Dispater knows that even an archdevil is not safe where he lives, surrounded by rivals and potential usurpers who are always looking for a moment of weakness.
