Zelmazzar is among the oldest of any government official across all of Calimshan, as he remains loyal not to any one person but to the Qysar’s Throne. Sultan Zelmazzar has stayed alive and influential simply by knowing his acquaintances' motivations and desires and catering to them. While many rivals still wish him removed, they recognize that the syl-pasha has respect for the old man and they do not dare act against that for fear of retaliation.
