Government: Tribal Goblins are inherently evil for the most part. They are very individualistic, often looking for their own interest than that of their tribe. There physical weaknesses are the primary reason why they will even cooperate with each other. But a change in tribal leadership is high, as eventually some goblin will decide they want control and will try to poison, trap, or lie to get themselves there.
The Hobgoblins highest population of slaves tends to be goblins. This is probably why they are always keeping a close eye on their slaves and are quick to punish them because the goblins will take the first chance they get to run, turn on their own, or poison them. However, if you convince a goblin that there are no better options BUT to serve, they are incredibly good workers.
Goblins who have been raised as slaves are far more docile than their free counterparts, however extra caution is always advised around them.
