The Stormlands Empire

Structure

There are 99 territories within the Stormland Empire plus the capital, and all the territories are ruled by a clan - out of all 99 clans, one is the clan of the empress, twenty are major clans that rule over 3-5 minor clans, and the rest are minor clans. Clans are made up of a varying number of noble houses. The head of each house in a clan is married to the head Kitsune of that clan - if the line of the Kitsune dies out, the clan is considered extinct and can no longer maintain power.
