Scroll of Identification
When a child is born a scroll of identification will be procured for them by their parents. In cities and larger towns this will be done almost immediately after birth while in smaller towns the parents might wait years before they can go to a town hall and get the documentation done. However, in villages and smaller communities a person could go their whole life without ever getting a scroll of identification. It is not legally required to have a scroll of identification but a lot of employers in larger settlements require them for employment and tax purposes.
It is possible to acquire a scroll of identification later in life as long as you bring someone already in possession of one who will vouch for your identity and sign legal documents detailing that they could be subject to heavy fines or even imprisonment in the case of perjury. This process is mostly done by people who have grown up outside of a town or were orphaned and are in need of a scroll of identification for employment, filing taxes, or to open a bank account.
If for some reason one does not have a scroll of identification, nor someone who is willing to vouch for their identity, and wants to get one they can go to a larger city where a mage clerk is present in city hall. The mage clerk has the ability to read from a person such things as what date they were born, their given name, preferred name and other things necessary for the document. This is a long and costly process so it is not the preferred method for most people. Mage clerks are also very rare, especially someone with this very specialised knowledge, thus driving up the cost of this method.
Rich people often pay an extra cost to have their scroll of identification be magically transformable and placed in a smaller container like a locket or other piece of jewellery that they then can turn back into their scroll when they have need of it before returning it to its smaller form. This is almost a necessity for higher up nobles whose scrolls of identification often lists their ancestors from several generations back. For common folk the scrolls of identification only lists their birth parents, eventual adoptive parents and in rare cases their siblings.
It is possible to forge scrolls of identification but it's difficult and requires an expert forger to do so. Even when forged by an expert such a scroll will not hold up under inspection by a mage clerk and so people using a forgery have to be mindful not to use their documentation in a situation where such a clerk could be involved.

Thank you! The basic and most common form is essentially the normal non-magical type birth certificate that is also used as an ID. But of course in a high magic world there has to be magical variants and flair to it all. I appreciate what you did there!
