Mechanics & Inner Workings
The sceptre has 69 different small and cut bloodstones within a golden casing, bound by steel to an ornate hilt that twists itself into a metal handle covered in the leather from a black dragon. At the end of the sceptres pommel, as well as the tip, it's got triangular rather than circular shaped bloodstones with black runic script carved into them. The one at the top being the part which chains and binds the energy of the soul, which then coils around the core of scarlet gems like it's a large battery. The pommel being a link to the Throne of Domination, that ends up storing all the stolen soulshards.
By holding this artifact, one may hear whispers from the distant throne and by mind alone, command whichever soulshard within it to demand a victim of it to take an action, change a behaviour or strive for a goal set by it's master.
History
The Dominion Sceptre was first forged in the heat of the hells themselves, through the devil Karrnargh's pact with the old Demon Emperor. Having spared the hellspawn from the wrath of his sword, Bloodblade, the devil had agreed on warriors honor to create an object capable of commanding the dominated hordes of infernal creatures, by sheer power of thought and will. True to his word, Karrnargh crafted, enchanted and infused the relics to such a potency before returning it to the Emperor, who gave Karrnargh his forgiveness and mercy.
From there, the Diestrian lord summoned and hunted higher demons and devils, where he'd defeat them in combat and infuse bloodstones to their chests, thus linking their souls with his sceptre. Utilizing these demons as commanders and lords of his empire, they'd lead their own infernal armies underneath his banner.
With this power, and by linking it to the Throne of Dominance, the Demon Emperor could claim his entire dominion through crushing all the little squabbling nobles, and demonic covens that stood in his path. Without harming a single hair on his own subjects.
Significance
After the death of the Demon Emperor, it was clear to Diestria that such a powerfull artifact could not be held in anyones hands, not even the Emperor himself, should he somehow return from the grave. To command the souls of others, even if only demons to liberate his people from strife and conflict was too immortal, though at the same time breaking the sceptre would also break all the bonds to the dominated demon lords. A consequence that would see all of Diestria engulfed in a war against demons again. So it was, that the sceptre was locked into the capital of the dungeon. Guarded by magical beasts, golems and monsters that would kill anyone to dare delve into their depths. Sealed away from anyone to claim it, untill it wasn't.
