Ru's Cookbook
The cookbook Amonar sent groups of adventurers after to help win the annual cooking competition in Yben Fortress was actually more than what it seemed.
Amonar believed there was a wizard who was also a renowned chef, who practiced his magic at a time when he would have gotten into trouble. So he hid his spells in his recipes. It is a valuable and highly respected document that people travel from all over to copy the recipes from (for a price of course).
In reality, the spells that were hidden here were not regular everyday spells, but the darkest of all the secret spells that were developed by this wizard/group of dark wizards. The origin is still under debate. The dishes made by these spell recipes are mostly ways to eat a health potion etc, but some are of a much scarier persuasion.
Purpose
The recipe book was written to get the spells down, in a hidden way. Perhaps to keep record or to allow wizards to pass their darkest secret spells on to each other without getting censored by society?

Clauses
There are sections like a recipe book, Sweet, Savoury, Dinner, SNacks, Desserts etc.
Publication Status
It is available at the Ruined structure - see notes for a fee. People may copy it if they wish.
Legal status
It is protected by law as are all artefacts found at the Ruined structure - see notes. There is a special building, magically controlled to protect the things inside so scientists can examine them at leisure.
Historical Details
Background
There was a time when certain types of magic/spells were seen as unhealthy and so they were banned from use. Some dark wizards carried on experimenting and recording and using these spells and it's believed this cookbook was their attempt to save their necks and their spells from meddling busybodies.
Public Reaction
The public does not know about the secret spells but they were thrilled to discover some ancient recipes.
Legacy
Now more magic is tolerated and permitted to be practiced to find its uses, there are wizards who would like to study this and confirm or quell the rumours as appropriate.
