Cardinal of the West

Cardinal of the West is the title of the head of the Avi government that governs a large section of the western part of the Anicarta continent. This is the highest title one can achieve in the Avi government. The responsibility of this title are as follows. The Cardinal of the West is the last say in disputes, creating laws, and keeping the peace in the area. They are to travel around the Avi boundaries and talk with the local leaders to understand what the people need and the trouble they are having. They meet with the leaders of local governments at the yearly Avi conference to address concerns. They are responsible for meeting with other governments when needed. To attend special conferences, to be the spokesperson for the people. They are to keep all of the law. They are also to review older laws every 40 years to see if they are now obsolete or still needed. 
If the Cardinal of the West are found not keeping up their responsibilities they are removed. If the offense is not severe or has just lost the people’s trust they are just removed from the position. However, if it is severe the punishment can run from jail time to death depending on the crime or dismissal of responsibilities.
There are several that try to become the Cardinal of the West but few receive it. Once a Cardinal of the West is in the position it is for life. Normally only step down when they are too sick to continue with the responsibilities or disregard of said responsibilities. There have only been two that have been that required death or jail time. Most have died or have become too sick to continue and have asked the people to be relieved from their duties.
The requirements for applying for Cardinal of the West are extensive. Here are just a few of the requirements. The applicant must be well educated, not of just their own people but also some knowledge of the governments they will be working with. Have no prior trouble with the law. Have been born within the Avi government boundaries. They have to pass several tests that are made by the people. There are other requirements but those change when a new one is to be chosen to make sure that they will be able to speak for the people.
