Arta is a world seeking definition. What once was a place of pure magic, elvish supremacy and controlled dominions, now is a fractured place, with many races seeking to forge their first few heroes in the history of their kind.
Before the sundering of the Well of Magic, the elves enjoyed arcane power directly drawn from the raw ether of Nexus, the source of all magic. This allowed them to create heavily enchanted cities and weapons, so when they came to the other races with the ultimate goal of uplifting them, it quickly became a world of authorian control between elves and the less kin.
