On the southern part of the Central Ocean, the Porpunan archipelago is a set of islands inhabitated anarchists and deviants, who formed a union in the hopes of driving away bigger threats. This league continues to slowly grow.
Created by former Kaastian ship captains, the League established itself in the southern islands, deemed dangerous for living due to their proximity with the inhospitable Darar.
This League has been known for disrupting the international maritime trade, but their mercenaries are prized throughout the human lands, with several companies usually employed by rich states.
The Porpunan League isn't exclusive to Kaastian deserters, with the maritime trade booming since the Great Deluge, lots of different nationalities have converged on the archipelago, renouncing their former nationality and embracing the Porpunan flag.
With such a wide range of nationalities under their banner, this union doesn't have a specific pantheon, and small shrines dedicated to different deities can be seen all over the archipelago.
Even though they are mainly pirates, the League is actually governed by a council of Fleet Lords. This title is awarded to porpunan who manage to bolster a considerable fleet under their banner.
Each Ship Lord usually controls one of the many islands of the archipelago, with the most influential occupying the bigger ones. The main island of Porpuna, is the exception due to it's sheer size. It's divided into the several counties, each one of them a plot of land governed by a fleet lord.
Life in a Porpunan island (or a county) is actually quite similar to kaastian way of living. Not only pirate's fled the mainland, some people joined porpuna to flee all sorts of things, from religious prosecution, to political threats. Not all of this people are sailors, so many stablish themselves in the islands, paying taxes to their land's Fleet Lord and being able to conduct their business. Fleet Lord's, on the other hand, are happy with this exodus, ensuring they have manforce for the population's basic needs of their lands.
Each island has their own militia, called Swords, usually comprised of mix between rookie and retired (but able) pirates. While law has a abstract meaning in the Porpunan Archipelago, each island's Swords ensures that the laws of the Fleet Lord, called the Will, are followed.
With a society based on influence, it's safe to say that Porpunan society is a blend of meritocracy and oligarchy.
Contrary to popular belief, the Porpunan League is open to receive any person from anywhere, allowing international trade to be done in their islands. Thus, it's not uncommon to see morally grey merchants to dock on the archipelago's many port towns. These merchants strike a safe passage contract with the League before venturing to the island.
The League has exceptional naval power and prowess, even if disorganized. Their naval strength, paired with Kaastian technology and shipmaking, allows them to be a threat to any maritime nation. Thus, nations often pay tribute to the League against acts of agression.
Main Hub
Sannau
Located in the northern tip of the Porpuna Island, Sannau is the biggest hub in the Porpunan archipelago. Boasting a population above fifty thousand inhabitants, the city boalsters basic infrastructures thanks to it's multi ethnic population.
Sannau lacks a proper urban planning, thus making streets confusing, with a foreigner easily losing itself through the mud covered streets and one step into the wrong neighbourhood could leave you pennyless or worse.
The city acts has the county capital of the Fleet Lord Eduard Preken, a former Kaastian navy admiral that since joining Porpuna has amassed an impressive fleet. When he isn't raiding the seas, Preken can be found on his castle atop the hill, which has been fortified with cannon's to bolster the city's defenses.
This hub is also where the Fleet Lord Council meetings take place, though this is unofficial and just assumed. The Fleet Lords avoid specifying a specific place to avoid any potential threats.
Besides Sannau, other proeminent hubs in the archipelago include Tartugo, Port Regal, Santamaria, Crewbay, Neuve Provence and Bataria.
