Phelo The Town of Genius

"It's not enough to just get into the Collage of Phelo, you need a gimmick or some kind of notable proof of your intellect. Did you know that all graduates are offered a high paying position working under the legendary alchemist Jewel Swain."-A.H.

Demographics

The town is mainly populated by Elves and Humans tho there are a few Dwarves and Halflings and even the occasional Tiefling. Most come from wealthy well learned backgrounds or transfers from The Adventures Initiative, those less fortunate are still very sharp tho their expertise are in the more physical pursuits such as building and smithing. There seems to be alot of folks coming and going at all times.

Government

The big going ons in Phelo are partly overseen by The Initiative but the day by day is tended to by a council of five representatives selected based on background and affiliation to keep a good even level of class reps. One of the seats is given to the highest ranked stationed Initiative member overseeing the Alchemy labs, one is given to the Headmaster of the Collage of Phelo, and the other three are given to the reps for the common folk of Phelo. When the council meets to discus topics the representative that called the meeting assumes the lead role and goes over said topic and solutions with the other reps and then they'll vote on the best course to take moving forward. In a time of crisis the Initiative rep is allowed to assume full control of the council to speed up response time.
  I had some difficulty visiting Phelo, it seems the easiest ways in are to be a student of the collage or an Initiative member. If you're just a visitor you need to get the proper paperwork from the capital and that's quite a trek from here, tho it seem that most merchants and travelers are in the know.

Defences

Phelo sits on a piece of land that extends out onto a lake and has heavily fortified walls that are manned day and night. The only ways to enter is the front entrance or the docks. The town guard is manned by well trained Initiative members that answer to the towns council. Security seems pretty tight, the king of Eos must really want to keep control of this place.

Industry & Trade

This town seems to have no shortage of strange gizmos or potions, the townsfolk say they have the best potions around thanks to the frequent breakthroughs of the Alchemy labs. Phelo also has a fantastic market street that is kept booming at all hours thanks to the steady flow of merchants, I'd say at peak hours the place is more busy than alot of the cities I've been to.

Assets

Besides the Alchemy labs they have the lovely Croissant Moon Bakery, the smith named Velen Ase'et(Vai-lin Ah-sa-et)translates to the Brother's Arms owned by two dwarf brothers, and even tho they will tell me nothing about it I know the Initiative is occupying Cragland territory in order to maintain ownership of the area they've dubbed Hot Zone 10-S. I'm sure this has been helping them with their alchemical research, but they have no clue what they are really dealing with.
They also have one of the best collages in the kingdom, tho it's incredibly difficult to get in.
