Harbin Wester

Harbin Wester is Phandalin's townmaster and 'governs' from Townmaster's Hall
A human banker. He's a fat, pompous old fool that waddles like a penguin, but unfortunately is not in the least bit as cute. He's an enormous coward and is only townmaster because it doesn't mean all that much. As townmaster he serves as judge in minor disputes and keeps any records that need to be kept. He also has the keys to the jail.
