Terrorized

A terrorized unit cannot use an action to attack, suffers a -4 penalty to attack and a -8 penalty to morale, and must roll a morale check each round it is terrorized at the start of their turn or become broken. If a terrorized unit gains the unsettled, wavering, or terrorized condition, it instead has the duration of its terror increased by 1 round.
  Terrorized is the warfare equivalent of panicked, and may also be referred to as such.
