Phlegethos

Plegethos is the fourth layer of the Outer Plane of The Nine Hells. It is a blazing desolation of fire and lava.

Geography

The layer's climate resembles the Elemental Plane of Fire. It is dominated by a scorching heat that ignites the air itself, creating seemingly sentient and aggressive flames that leap at visitors but not at the residents. The ground has fissures that spew jets of flame that flow into rivers of liquid fire. It contain numerous volcanoes whose eruptive products flow through rivers of lava into an incandescent ocean of magma.

Government

Phlegethos is ruled jointly by the archdevil Fierna and her father Belial, a partnership that is allowed by Asmodeus as an exception to the typical rule that each layer should only have one ruler. The pair rule from the obsidian city of Abriymoch. The layer is the center of the judicial system of The Nine Hells. All legal disputes involving devils are discussed in the Diabolical Court, an independent institution under Belial's supervision that only answers to Asmodeus. It is also in Phlegethos that the promotion or demotion of devils took place, through a ritual that temporarily makes them vulnerable to the layer's flames.

Notable Locations

Abriymoch - a city made of volcanic rock, obsidian, and crystal, located on the caldera of a volcano. It is said to have been built atop the grave of a deity killed by Asmodeus. It contains numerous taverns and places of entertainment. It is from here that the Lords of the Fourth, Fierna and Belial rule. It is also here that Belial oversees the Diabolical Court, the judicial system of The Nine Hells.
