The 2nd Galactical War was an event that was preceded by decades of smaller conflicts and issues. One of the most notable was the Incident Above Envis, which saw an unidentified and armed civilian vessel open fire upon the Envien Defence Fleet above the prominent Federation planet of Envis. Despite the quick response of the Federation Interstellar Navy, the vessel managed to evade both capture and destruction. In a final act of defiance against the navy, the ship transmitted several Jeraci propaganda pieces to every vessel - both military and civilian, orbiting Envis. The Federation Navy and the Governmental Arm of Intelligence were both harshly criticised for the incident.
Despite no credible evidence that the civilian vessel hailed from the 3rd Empire of Jerace, and actual evidence to the contrary, the Federation Federal Government demanded an official apology from their counterparts. A refusal by the Jeraci Government and Royalty seriously degraded the already razor-fin relations between the two nations. While diplomatic relations were not completely broken - with the Moneyyan and Envien embassies remaining in use, many diplomats were recalled, and additional security forces were added.
In direct response to the incident, a Federation Naval Captain would be court-martialled, following what was described as "inadequate leadership while the heart of the Federation was under threat". While the court-martial case was ruled in favour of the defendant, it showed the embarrassment that the Federation Armed Forces suffered following the incident. The Empire of Jerace meanwhile, benefitted greatly from the event, with large weaknesses in the Federation's planetary defence exposed, weaknesses that Jerace would exploit to great effect in the coming conflict. Despite the glaring issues with Federation forces, little change would immediately occur, with the Federation remaining fairly stagnant in regards to their military, until its reorganisation early into the 2nd Galactical War.
