Requirements

Captains that have commanded more than one ship can purchase this title if referred by a respected peer. This rank costs 5000gp.

Benefits

Anybody beneath this rank in international waters will respect this rank, however they may react in different ways. This power can be used as leverage for everything from battle to bargaining.
