Wind and Steel

Wind and Steel is a formalized alliance between four major noble houses in Takol. They pride themselves of being the most cultivated and civilized in all of Athas. To this end they organize parties governed by ritualized etiquette and eloborate dances that participants are expected to perform flawlessly. They also own most of the inns, taverns and theaters in Takol. Their critics label them arrogant and decadent, but they dismiss this as the envy of those less refined. 
While the houses of the alliance are by no means the richest in Takol they are the most connected and the ones others turn to, when they need information. This makes the alliance one of the most powerful political factions in the city. 
Leadership of the alliance is an elected position and elected leaders are expected to unite the houses in the pursuit of common goals. As such no leader formally has the power to make any demands of the houses of the alliance. However, the current leader Talimar Sor is quite savvy and well-connected making her a powerful political figure in the city.
