Libellum Conformitatis
When King Jacob the Majestic of Saxony returned to his kingdom from a diplomatic mission to Nordenlant, he declared a law that controlled occult magic. His time on the Dark Coast, though brief, and some unknown encounter in Nordenlant convinced him that controlling occult magic was the only way to save his realm from the same fate as the mysterious ancient races of the Dark Coast suffered. Now any magic that is not arcane or divine in nature is considered witchcraft under Saxon law. To monitor this King Jacob created certificates of compliance called Libellum Conformitatis in the old Remen Tongue.
The practice of magic in the Kingdom of Saxony requires that a certificate be carried by anyone casting spells, either divine or arcane. Anyone found to practice magic without a certificate of compliance will be detained and tried as a witch. This applies to ships under a Saxon flag, or provinces and colonies of Saxony as well.
The effect of this law was largely that it drove practitioners of primal magic such as the druid population underground, as well as many bards.
While at first the law was quite strict, mostly now town magistrates or guards do not normally randomly check for certificates. However, if someone is found commiting some other crime or investigation without such a certificate they are very likely to be burned as a witch.
After the passing of this law, many other Western Kingdoms subtly made sure that anyone passing from Saxony to reside in their borders were welcomed, particularly Nordenlant.
