Kadar Cabal (Kuh-dar)

Culture: Independently Conscious Hivemind   The Kadar are an ancient race, as old as the Walren so far as anyone can reason. And for their entire existence they have been mortal enemies. It has been so many millennia that neither party remembers why they despise each other so, but nevertheless they exist to kill each other. As far as they are concerned, their eternal war never ends, but cease fires are occasionally agreed upon on the rare condition of a greater threat or distraction. A unique aspect of Kadar physiology is they are a sort of hive mind, each individual independent yet connected to some degree. The hive mind originating from a central tree of unknown genetic biological makeup, located on the Kadar home world of Sealia. No outsiders are allowed on this world and thus even the existence of this tree is not common knowledge. Kadar are likely the most prolific race in the galaxy, populating many planets that are not even in Kadar controlled space. On average they are usually cowardly and not very intelligent, but the higher up engineers are surprisingly savvy with technology, allowing them to mass produce varies vehicles and ships to cause as much distraction and chaos among Walren forces as possible.   Technology: Kadar tech is surprisingly advanced, the higher up elites actually possessing technology somewhat more advanced than the Walren. However almost their entire navy and military uses this technology not to well outfit their weaponry, but instead to hugely mass produce them. Their architecture and ships are generally very blocky and possess many flat edges, preferring ergonomics and cost efficiency to looks and over performance.d   In more recent times, after the extinction of the Kadar race, Kadar Androids of their own creation have taken over their empire for them to continue their legacy.

Structure

As a partially individual functioning hive mind, Kadar planets are assigned governors who are chosen directly by The Great Tree of Kadar. These planetary governors are then in charge of choosing their subordinates.

Laws

Crime on Kadar worlds is often fairly high and can quickly get out of hand due to the sheer enormity of the Kadar population. Because if this, crime is harshly punished in an attempt to deter further chaos, life sentences and even executions are commonplace. Policing is mostly concentrated in the large cities, with slum areas often being disregarded due to the massive amount of resources that would be needed to remedy the problem.   Even after the death of the biological Kadar race and their subsequent replacement by androids, crime has only slightly improved as the artificial intelligence of the machines was specifically designed to mimic really Kadar psyches as possible, and that includes crime.
