The conflict

It is a conflict between the people in the different classes and the government. It seems like nobody is truly happy. The government does what they think is right, but gets a lot of pushback from the wealthy classes. They try to be above the law.
The underworld gets oppressed and just gets poorer while the rich just get richer. And the government stands between the groups and tries to make everyone happy. Queen Cassidy has a tough job.
At the same time as this happens people start to question the Queen, an old magic dark force has come to ruin everything, and there are only 3 small and seemingly ordinary girls that can restore what's broken.
Why are they 3, a such odd number? Why are they girls and not adult women or men? Why are everyone (or most people) blaming Queen Cassidy for everything because of her past (and what even is her past)? What are the dark force coming from and why? Who's behind it and what does this mean for the future?
Most people in Avoranic can only use magic when they have their wands that they have been given on their 18th birthday. No minors are allowed to have wands. It's very rare to have natural magic powers, but it's also quite unusual to have magic powers through a wand at all. Although, many avoranicans have some kind of supernatural powers (such as hearing spirits, control natural energy etc), but they doesn't count as pure "magic". 
How will 3 ordinary girls stop a dark force without having access to a wand (since they're not adults yet)?
