Part 1

Whereas The Realm of Az-Atla is founded upon principles that recognize the supremacy of the Devouring Mother and Her Will as Law:

Guarantees of Authorities and Duties.

The Ministry of Paragons in Az-Atla

The Statutes of Investitures and Directives of Az-Atla guarantees and defines the authorities and the duties of the Ministry of Paragons insofar as these authorities are not prescribed by further enactments of Her Will.

Fundamental Duties

1. Every Paragon of the Realm has the following fundamental duties:
(a) duty to maintain and understand the Will of the Devouring Mother.
(b) duty to maintain civilization as manifest Will of the Devouring Mother.
(c) duty to teach Her Will to those who live within Her domain; the Realm of Az-Atla.
(d) duty to keep the civil order.
(e) duty to reduce harm to citizens, civil structures, and civil institutions.
(f) duty to protect the lives of citizens from the harms of incivility and chaos.

Fundamental Authorities

2. Every Paragon of the Realm has the following fundamental authorities:
(a) authority to enact protections and safety measures during times of civil disruption.
(b) authority to use civil resources at their discretion when performing their duties.
(c) authority to detain those entities who disrupt proper and right civil activities.
(d) authority to use the resources of the Ministry of Paragons as required to maintain Her Will.

Limitations to Duties and Authorities

3. Every Paragon of the Realm has the following limitations:
(a) limitations imposed upon them directly by the Devouring Mother.
(b) limitations imposed upon them by the Ministry of Paragons.
(c) limitations imposed upon them by civil authorities during times where they are not acting in accordance with their duties.

Whereas The Realm of Az-Atla is founded upon principles that recognize the supremacy of the Devouring Mother and Her will as Law:

Enforcement and Application.

Enforcement and Application in Az-Atla

The Statutes of Investitures and Directives of Az-Atla further details how the domain of application and enforcement through the geography of the Realm is directed by Her will.

4. Nothing in these Statutes or further Statutes limits the authority of The Devouring Mother.
5. These statutes augment and amplify Lwa-Saþykktir - Kotahi and shall be considered an extension of them for purposes of enforcement and application.
6. These Statutes shall be interpreted in a manner that is consistent with the spirit of Her Will and the prosperity of the Realm.
7. Wherever any Paragon is, so is the Realm of Az-Atla.
8. This Statute applies to the Realm in its entirety, all living creatures inhabiting the Realm, and all resources of the Realm.
9. Future Statutes may augment, modify, or support this Statute.
