Structure

The Mill are a network of information brokers with scarce points of contact. So secretive are The Mill, simply knowing their name places you among esteemed company. Their members are mostly unknown save for the four brokers and their leader: the tin rabbit.   If you wish to do business with The Mill they must first want to do business with you. In fact, the typical customer need not seek out the Mill and instead will be sought out themselves. A letter, sealed with the vigil of a hare will appear at your doorstep, the contents being simply a place and a price. If you are punctual and arrive with payment in hand, a broker will make themselves known to you. Meetings are typically public, in loud areas where listening devices would prove useless. All information is provided verbally and customers are discouraged from taking notes. With the exchange complete you are invited to stay a reasonable extent of time before going about your day. The broker will promptly disappear and you'll never hear from them again. As to the verifiability or source of the information, you simply will have to trust them. If required, you may be provided proof to back up your knowledge but this is always accompanied with an increased price.    This is how The Mill do business and few alternatives are available.

Culture

To reveal your allegiance to the Mill is to eject oneself from the Mill.   Those in the know are likely to have deep seeded paranoia regarding the Mill. Most assume the organisation has far reaching tendrils, with members in every tavern, slum and court you care to mention. But of course, nobody knows who these members actually are. Some have claimed to be previous members of the Mill, excommunicated ears. Yet all who leave the group have nothing but hearsay and bold claims as evidence, claims that are seldom corroborated. They leave no paper trail and use no names. Perhaps the only point of infiltration is through the Tin Rabbit themselves, if only anybody knew anything about them.

Public Agenda

The Mill have no discernible political agenda and seem agnostic to most issues. This comes with a moral ambiguity surrounding the organization, though they do have strict control over their clientele. Most see the organization as fiscally motivated, irreverent to the repercussions of their dealings. Though, some argue that when the Mill are involved, the result is typically a positive one.    Wherever their motivations lie, it is clear the Mill are discerning and take care with who and what are involved in their dealings.
