Marus, the City of Ports

Marus, the City of Ports and the Western Quadrant Cities, is the premiere maritime power in Baelin. The dense package of resources in the archipelago, as well as the lack of many terrestrial threats allowed for the nascent city-state to quickly develop into a regional power. Their navy is the most powerful of all 4 Quadrant Cities, which enabled it's trading capabilities to flourish. Anything found around the world can be found by the merchant traders of Marus.  

Layout

The city is split between two sections: the Royal Docks and the Quarters. The Royal Docks are the centers of trade and commerce. Goods, services and information aplenty stem from this part of the city, and that source of income is reflected in the roads of paved stones, sourced directly from Pietra. This is also where the Royal Navy of Marus resides, making sure to keep track of imports and exports and maintaining an ever vigilant presence among the traders and customers of the docks. At the inland edge of the Royal Docks is Fort Crag, which sits on the highest point in the city. This massive fort divides and overlooks both halves of the city, and is the main base of the Royal Navy. Administrative offices are also stationed there. The second half, the Quarters, holds the city's population, as well as it's farmland and non financial services. It is a sprawling neighborhood of homes and small shops designed with locals in mind. A world famous seafood restaurant, High Tides, serves fresh sailfish and purple chips every day in this part of town.  

Population

Marus is on the smaller side for a Quadrant City, only having a population of about 650,000. The city has notable populations of minotaurs and triton, two species of which were native to the land where Marus was founded. As such, many minotaurs and triton hold officer status in the Royal Navy, with one of the well known examples being Navy Fleet Admiral Lee Hartford, the first minotaur Fleet Admiral in Marus' history.  

Government

Marus is lead by a naval stratocracy, in which the Four Fleet Admirals of the Royal Navy serve as head executive and judiciary. Referendums on laws are suggested and voted on by citizens, and representatives are voted on among citizens who have served time in the Royal Navy. As most have participated in mandatory years of service, most citizens are usually eligible for such positions.
