Ssech and Mel go to the Clocktower of the Fallen Mage, Alucard. The find Thera, and they convince her to come to the moot as witness to the 11th House claims of no involvement with Alucard. Mel did not kil him. She let him go. 

The 1st House wants Justice, the 2nd Peace, the Third is absent, the 4th follows Macinifex, the 5th Wants Frog Blood, and the 6th Parties with Pio, while the 7th House Leads the rats and goblins, and the 8th House Begs for Stagecourts against Mel; the 9th House brings tales of war, of dwarves, of primordial beings of war and the 10th House learns of betrayal; the 11th House holds an elven mage, they claim with powers over souls, and the 12th house, she leads; the 13th could only send a note. 

For peace, and the loss of much food from the 3rd House, despite the warnings for war, and the accusations for war and peace, they sign and agree, Mel is indeed the lead of the 12th House.
