Oxferi

The capital city of Haberon rests on the east side of the country, north of the Silvermoon Forest, on a large promontory that reaches out toward the Valdirim Ocean. One of the largest cities on Bastarre, it was dedicated to the Archdevil Mephistopheles by Darvid Bleakfall, former king and father to the current ruler, Queen Jahrain Bleakfall. A large statue depicting the devil stands prominently in the center of the city square.
Oxferi is where the castle and main residence of the queen is located. Her castle can be easily seen on a rise in the middle of the city, towering above everything else. The noble quarter surrounds it, and the properties of the thirteen favoured families rise slightly above the rest of the noble quarter, indicating their importance to the queen and Haberon.

Government

The queen rules her country, and Oxferi in particular, with an iron hand. The city guard is well regimented and its officers are chosen specifically by Queen Jahrain, who wants only the harshest and most loyal people in the position. A number of minor devils occupy roles in the guard, a few in positions of authority.
Taxation is harsh for those who are not in the queen's favour, although even the nobles are expected to contribute heavily to the monarch's coffers. Slaves as well as money and goods will be accepted, although the slaves must be of superior quality to suit the queen.

Defences

The city is surrounded by a great stone wall, with only two gates through which people can come and go. The main gate is on the west side, the smaller gate, mainly used by workers and merchants, on the south wall. There are numerous towers along the length of the wall with the two tallest towers in the dock area, one on the north side and one on the south.
The palace itself is also surrounded by a wall, only one gate there allowing entrance. There is a large gatehouse as well as a portcullis. Each corner of the wall has a watch tower, and another tower, taller and more ornate than the others, stands to the north side of the palace, this tower belonging to the court wizard of Haberon.

Infrastructure

The city boasts a complex sewer system as well as an aquifer. A large shipyard is located in the area of the docks, which are a large area unto themselves. The city contains numerous roads, mostly dirt, although the main road through the market square is cobblestone, and the noble quarter road is built of a distinctive stone that is mottled red and white.
