The Pensan Strangler

A mysterious spate of attacks has left the citizens of the City of Pensan terrified this week. 

  Victims report waking up in the morning as usual, but with 3 red ligature marks around their neck, hoarse voices and no recollection of any attack save for the memory of a dream of a ghostly apparition floating above their bed. 

  One victim described the apparition as that of a man in old sailors' uniform, with pale mottled skin, and deep red rings around his eyes. They also noted what they believed to be a noose around his neck and perhaps most bizzarely, the appearance of having been underwater - his hair still waving as though caught in a current. 

  Records indicate that this could be the spirit of a sailor who was thrown overboard and dragged along behind the ship as punishment for strangling the captains daughter. Though there was never any definitive proof, he was thought to be the only person with the means, access and lack of alibi and therefore was sentenced to death by the distraught captain.
