Black Mare Syndicate
The Black Mare Syndicate is the major criminal element of Rhyderia they are the biggest and strongest of the various crime groups even outweighing the mafia-like families in Düncaster. They have grown powerful based largely on their two principals, the preservation of civilization and profit. Civilization is how they can continue to operate with such efficiency and greed is a strong motivator. There is some professional respect between the Syndicate and the Shadow Lords of Ormir, despite hostilities in the past. They are allies with the Rustbeard family in Hammerock and have a distaste for the organization in Hammerock known as ‘The Hand’. All lawful factions within Rhyderia and most other countries seek to arrest and break the syndicate, though there are rumors that the Syndicate has been hired by Rhyderian governments to do things they can’t be seen doing.
The leadership, the Hussars of the Syndicate are those who understand the value in doing what must be done, but with an aim for their own profit as well. The highest-ranking nonleadership members are known as Agents, agents tend to be those willing to do whatever for the cause. If any were to be sent on those rumored missions for the government, it would be these. The Agents are the scalpel doing more good than harm, discretion is a valued skill in the syndicate. Thugs are a hammer and blunt instrument to serve as muscle and distractions, pickpockets gather tithes and information or leverage, neither of these groups ever really know exactly what the Syndicate is or what it stands for. Envoys are the assassins and spies for the Syndicate, the term is meant to be disarming unless someone knows the Syndicate and those that do become nervous at the mention of them.
Structure
The leadership of the Syndicate is fragmented into different cells in different cities, these are known as Hussar’s of three categories, Hussar of Skullduggery oversees money-making, thievery, piracy, and so on. Hussar of Envoys oversees the Agents, directs missions, assassinations, or other high priority and risk tasks, and the Hussar of Secrets is in charge of information gathering, often working with the Envoys for use in spy missions. If the Hussars abuse their power, they will receive a visit from an Envoy who is under orders from someone of at least equal rank. While unknown to anyone there is another rank about the Hussars but only the most trusted of Agents ever gets to meet the one in charge.

Make money in an orderly and structured way, while they go against the laws of Rhyderia they do have their own rules which tend to have harsher punishments. You do what you are told and as long as you don't endanger the operations of the Syndicate you are allowed to pursue other ventures.
